돈 펑펑 쓰다가 엿된 만수르와 맨시티

재정적 페어플레이 위반 맨시티, 유럽클럽대항전 2시즌 출전금지

이를 어쩌나? 펩 과르디올라

어제 축구계는 이 문제로 쑤셔놓은 벌집이었다. 이 문제는 우리한테 부자의 대명사로 아주 익숙한 존재가 된 만수르라는 중동 석유재벌이 관여한다. 중동 이슬람권 사람들은 도대체가 어디에서 어디까지가 본래 이름이고 성인지 알 수가 없거니와, 암튼 이 만수르는 각종 소개에 의하면 풀 네임이 만수르 빈 자이드 빈 술탄 알나하얀 Mansour bin Zayed bin Sultan Al Nahyan 라 하는데, 흔히 줄여서 셰이흐 만수르 Sheikh Mansour라 하는 아랍에미리트 재벌이다. 

그가 잉글랜드 프로축구 프리미어리그에도 마수를 뻗쳐 그 막대한 재원으로 맨체스터를 연고지로 하는 유서 깊은 구단 맨체스터 시티를 인수하기는 2008년 9월. 그가 소유한 아부다비 유나이티드 그룹이라는 데서 맨시티 대주주가 되었다. 요새는 좀 뜸한 듯한데, 맨시티 중계방송을 보면 초창기에는 한동안 맨시티 경기엔 빠짐없이 관람하는 모습이 중계화면에 포착되면서 축구에 대한 열정을 과시하기도 했다. 

맨시티는 만수르 이전과 이후 역사로 대별할 정도로 그의 구단 인수는 실로 막강한 위치를 차지한다. 이는 그와 버금하는 막대한 부의 소유자들이 축구구단을 소유하게 되는 현상의 정점을 기록했으니, 그 전에는 러시아 석유재벌 로만 아브라모비치가 같은 프리미어리그 첼시를 인수해 막대한 투자를 통해 구단을 명문으로 발돋움케 했으니, 뒤를 이어 만수르가 그런 흐름에 가세했고, 아마 그 이후로 아는데, 파리를 연고지로 하는 파리생제르맹PSG도 아마 카타르인가 그쪽 석유재벌 손아귀에 넘어갔다. 

구단주 만수르

프리미어리그 레스터시티는 태국 재벌한테 넘어가더니, 몇년전 그림과도 같은 동화 이야기를 썼다. 누구도 예상못한 프리미어리그 시즌 우승을 일궈낸 것이다. 

이런 대규모 투자가 구단의 안정성을 담보하기는 하지만, 이는 결국 공정경쟁을 해칠 수밖에 없는 운명이 있다. 이른바 빈익빈부익부를 가속화해, 부자 구단은 계속 좋은 선수를 블랙홀처럼 빨아들이는 반면, 그렇지 못한 구단은 고사 위기에 몰리는 것이다. 이를 막고자 유럽 축구 정책을 통괄하는 초국가 기구인 유럽축구연맹UEFA이라는 데서 재정적페어플레이(FFP)라는 룰을 도입했다. 

FFP란 Financial Fair Play 약자다. 이 규정은 좀 복잡하지만 간단히 말해 각 구단은 수익과 지출 균형을 일정 비율로 맞춰야 한다는 것이다. 예컨대 그 구단 수입이 년간 100억이라고 하면, 지출 역시 그에 준하는 수준으로 맞추어야 한다는 것이다. 이를 공식으로 유에파가 도입하기는 2010년이다. 만수르가 맨시티를 도입한 직후라는 사실이 무척이나 시사적이다. 

제재 공개 UEFA

이 규정은 말할 것도 없이 명문이라 소문난 명문구단들을 집중 감시대상으로 삼는다. 이 제도 시행 이후에 이 룰을 위반했다는 혐의가 끊임없이 제기된 두 구단이 있으니, 프리미어리그 맨시티와 더불어 리그앙 PSG다. 

이들이 FFP를 위반했다는 지적은 끊이지 않았지만, 그네들이 실제로 저 규정에 걸려 처벌받은 적은 없다. 

하지만 저 규정이 무섭기는 해서, 이를 피하고자 하는 노골적인 움직임도 포착됐으니, 중동 부자한테 팔린 PSG가 보인 행보가 대표적이다. 이 구단은 널리 알려졌듯이 유럽 제패를 꿈꾸며 각국 스타를 고가로 영입하게 되거니와, 심지어 메시 호날두 이후를 책임지는 스타 네이마르를 우리돈 2천억원 이상을 주고 영입하더니, 곧이어 이들 셋을 다 합친 것보다 장래성과 현재 실력이 뛰어나다는 킬리안 음바페를 2018년에 영입하게 된다. 

한데 문제는 네이마르를 훨씬 상회한 이적료. 이미 FFP를 위반했다는 혐의를 받는 PSG는 꼼수 혹은 묘수를 쓴다. 임대라는 형식으로 첫해에는 임시고용 형태로 썼다가 그 이듬해에 완전 영입한다. 이 완전 영입이 돈을 일시에 지불하는 것인지 아닌지는 내가 확실치 않지만, 몇년에 걸쳐 분할 납부하는 방식을 쓰지 않았는지 모르겠다. 

제재 공개 UEFA

이렇게 하는 이유는 말할 것도 없이 FFP 때문이다. 그만큼 이 규정은 부자구단한테는 무서울 수밖에 없다. 다만 그 규정이 지금껏 제대로 작동된 적이 없다가 이번에 마침내 본보기로 칼을 빼든 모양이다. 

이번 조치에 의해 맨시티는 2020~2021시즌과 2021-2022시즌 두 시즌은 UEFA가 주관하는 유럽클럽대항전들인 UEFA 챔피언스리그나 UEFA 유로파리그에는 출전할 수 없다. 이번 시즌에도 2위에 올라 챔스 티켓은 따논당상이라 하지만, 자격이 박탈됨에 따라 상위 4위까지 주어지는 티켓은 5위권에 배당될 것이다. 

오늘 현재 프리미어리그 순위를 보면 셰필드 유나이티드가 승점 39점으로 5위, 내 사랑 아스널은 31점으로 11위를 헤매는데, 구너스가 막판 스퍼트 발휘해서 부디 5위권 안에 들어 챔스 티켓을 확보했으면 한다. 

덧붙여 UEFA 징계 여파로 프리미어리그 사무국 역시 승점 삭감과 같은 추가 징계도 맨시티에는 불가피할 전망이다. 

빡빡이 펩 과르디올라. 막강 구단주 등에 업고 맘에 드는 선수들 고가로 맘대로 사제껴 좋은 성적 내더니만, 속이 지금 쓰리고 쓰릴 듯하다.

UEFA takes note of the decision of the independent Adjudicatory Chamber of the Club Financial Control Body (CFCB), issued today

UEFA takes note of the decision of the independent Adjudicatory Chamber of the Club Financial Control Body (CFCB), issued today, which included the following summary of its content and effect to be announced as required by the Procedural Rules governing the CFCB:

“Following a hearing held on 22 January 2020 the Adjudicatory Chamber of the UEFA Club Financial Control Body (CFCB), chaired by José da Cunha Rodrigues, has today notified Manchester City Football Club of the final decision on the case which was referred by the CFCB Chief Investigator.

The Adjudicatory Chamber, having considered all the evidence, has found that Manchester City Football Club committed serious breaches of the UEFA Club Licensing and Financial Fair Play Regulations by overstating its sponsorship revenue in its accounts and in the break-even information submitted to UEFA between 2012 and 2016.

The Adjudicatory Chamber has also found that in breach of the regulations the Club failed to cooperate in the investigation of this case by the CFCB.

The Adjudicatory Chamber has imposed disciplinary measures on Manchester City Football Club directing that it shall be excluded from participation in UEFA club competitions in the next two seasons (ie. the 2020/21 and 2021/22 seasons) and pay a fine of € 30 million.

The decision of the Adjudicatory Chamber is subject to appeal to the Court of Arbitration for Sport (CAS). If Manchester City Football Club exercises that right the full reasoned decision of the Adjudicatory Chamber will not be published prior to publication of the final award by the CAS.”

As noted by the Adjudicatory Chamber, the club has the right to appeal this decision to the Court of Arbitration for Sport. Therefore, UEFA will not be commenting further on this decision at this stage.

Manchester City is disappointed but not surprised by today’s announcement by the UEFA Adjudicatory Chamber. The Club has always anticipated the ultimate need to seek out an independent body and process to impartially consider the comprehensive body of irrefutable evidence in support of its position.

In December 2018, the UEFA Chief Investigator publicly previewed the outcome and sanction he intended to be delivered to Manchester City, before any investigation had even begun. The subsequent flawed and consistently leaked UEFA process he oversaw has meant that there was little doubt in the result that he would deliver.  The Club has formally complained to the UEFA Disciplinary body, a complaint which was validated by a CAS ruling.  

Simply put, this is a case initiated by UEFA, prosecuted by UEFA and judged by UEFA. With this prejudicial process now over, the Club will pursue an impartial judgment as quickly as possible and will therefore, in the first instance, commence proceedings with the Court of Arbitration for Sport at the earliest opportunity.
