This is Arthur, the older brother of Henry VIII (1491~1547).
Before Henry VIII married Katherine of Aragon, she was betrothed to the young Prince Arthur. 

Arthur and Katherine, both aged 15, were married in England in 1501.

A few months later Arthur was dead, struck down by a fever.

 

 
Katherine's powerful parents, Ferdinand of Aragon and Isabella of Castile, ruled Spain, and were important allies. To protect the alliance, Katherine was soon betrothed to Arthur's younger brother, Prince Henry. 

It was unusual to marry your brother's widow, and the Pope granted special permission for the marriage. Henry and Katherine finally married in 1509.
