Madame Chairperson, 

Thank you for the opportunity to deliver this statement on behalf of the Government of Japan. 

It is quite an honor for the Government of Japan that the “Outstanding Universal Value” of this property has been duly evaluated and that, with the support of all Members of the Committee, it has been inscribed on the World  Heritage List by a consensus decision. 

The Government of Japan respects the ICOMOS recommendation that was made from technical and expert perspectives. Especially, in developing the “interpretive strategy,” Japan will sincerely respond to the recommendation  that the strategy allows “an understanding of the full history of each site.” 


More specifically, Japan is prepared to take measures that allow an understanding that there were a large number of Koreans and others who were brought against their will and forced to work under harsh conditions in the 1940s at  some of the sites, and that, during World War II, the Government of Japan also implemented its policy of  requisition. 

Japan is prepared to incorporate appropriate measures into the interpretive strategy to remember the victims such a the establishment of information center. 

The Government of Japan expresses its deep appreciation to Chairperson Böohmer, all Members of the World Heritage Committee and everyone involved in the process for their understanding of the “Outstanding Universal  Value” of the property, and for their kind cooperation towards its inscription.

Madame Chair, 

The Government of the Republic of Korea takes with utmost seriousness the statement just made by the  Government of Japan before this Committee, in which it stated that “there were a large number of Koreans and  others who were brought against their will and forced to work under harsh conditions in the 1940s at some of the  sites, and that it is prepared to incorporate appropriate measures into the interpretive strategy to remember the  victims such as the establishment of information center.” 

The Government of the Republic of Korea has decided to join the Committee’s consensus decision on this matter, as it has full confidence in the authority of the Committee and trusts that the Government of Japan will implement in  good faith the measures it has announced before this august body today. 

Today’s decision was made possible because not only the Republic of Korea and Japan, but also all other Members of the Committee, including the Federal Republic of Germany as the Chair, worked together to uphold the spirit of  the World Heritage Convention that World Heritage is for all the peoples of the world. 

The Government of the Republic of Korea would like to draw the Committee’s attention to Paragraph 6 of the decision which recommends Japan “to consider inviting ICOMOS to offer advice on the implementation of [its]  recommendations.” We also believe that this Committee will continue to follow up on the Japanese government’s  full implementation of its measures and the recommendations until its 42nd session in 2018 when the Committee is  scheduled to examine a progress report which Japan is requested to submit to the World Heritage Centre by December 1, 2017. Such an all-encompassing process will ensure an understanding of the full history of each site, as was recommended by ICOMOS and the Committee. 

Today’s decision marks another important step toward remembering the pain and suffering of the victims, healing the painful wounds of history, and reaffirming that the historical truth of the unfortunate past should also be  reflected in an objective manner. 

In closing, I would like to express my deep appreciation to you, Madame Chair, for your leadership and all Members  of the Committee for their cooperation and support. Thank you very much indeed.

의장님,

일본 정부를 대표하여 이 성명을 발표할 기회를 주신데 대해 사의를 표합니다.

일본 정부로서는 이 유산의 탁월한 보편적 가치가 적절히 평가되고, 모든 위원국들의 지지를 받아 컨센서스에 의한 결정으로 세계유산 목록에 등재된 것은 큰 영광입니다.

일본 정부는 기술적·전문적 견지에서 내려진 국제기념물유적협의회(ICOMOS)의 권고를 존중합니다. 특히, 그 “해석 전략(interpretive strategy)”을 발전시켜 나감에 있어, 일본은 동 전략이 “각 시설의 전체 역사를 이해할 수 있도록 하라”는 권고를 충실히 반영할 것입니다.

보다 구체적으로, 일본은 1940년대에 일부 시설에서 수많은 한국인과 여타 국민이 본인의 의사에 반하여 끌려가 가혹한 조건 하에서 강제노역을 당하였으며, 제2차 세계대전 당시 일본 정부도 징용 정책을 시행하였다는 사실을 이해할 수 있도록 하는 조치를 취할 준비가 되어 있습니다.

일본은 해석 전략에 정보센터 설립 등 피해자들을 기리기 위한 적절한 조치를 포함시킬 준비가 되어 있습니다.

일본 정부는 뵈머 의장과 세계유산위원국 및 이 과정에 참여하신 모든 분들에게 유산의 “탁월한 보편적 가치”에 대한 이해와 등재를 위한 협력에 대해 사의를 표합니다.

의장님,

대한민국 정부는 일본 정부가 오늘 본 위원회 앞에서 발표한 성명을 통해 “1949년대에 일부 시설에서 수많은 한국인과 여타국민이 본인의 의사에 반햐여 끌려가 가혹한 조건 하에서 강제 노역을 당하였으며, 정보센터 설립 등 피해자들을 기리기 위한 적절한 조치를 해석 전략에 포함시킬 준비가 되어 있다”고 발표한 것을 엄중하게 받아들이고 있습니다.

한국 정부는 위원회는 권위를 전적으로 신뢰하고 일본 정부가 오늘 이 위엄있는 기구 앞에서 발표한 조치들을 성실하게 이행해 나갈 것이라고 믿기 때문에 이 문제에 관한 위원회의 컨센서스 결정에 동참하기로 결정하였습니다.

오늘은 결정은 “세계 유산은 세계의 모든 인민들을 위한 것이다”라는 세계유산협약의 정신을 지키기 위해 한일 양국뿐만 아니라 의장국 독일을 포함한 모든 위원국들이 함께 노력하였기에 가능하였습니다.

한국 정부는 위원회가 결정문 6항에서 일본에 대해 “(해당) 권고 이행에 대해 국제기념물유적협의회(ICOMOS)의 조언을 구할 것을 고려하라”고 권고한 부분에 주의를 환기하고자 합니다. 우리는 또한 일본이 2017년 12월 1일까지 세계유산센터에 제출할 경과보고서를 본 위원회가 검토하게 되어있는 2018년 42차 회기까지 일본 정부가 스스로 밝힌 조치들과 위원회의 권고 중 충실히 이행하도록 위원회가 계속 점검해 나갈 것이라고 믿습니다. 이러한 포괄적인 과정이 ICOMOS와 위원회가 권고한 바 있는 각 시설의 전체 역사에 대한 이해를 담보하게 될 것입니다.

오늘의 결정은 희생자들의 아픔과 고통을 기억하고 역사의 아픈 상처를 치유하며, 불행했던 과거의 역사적 진실 또는 객관적으로 반영되어야 한다는 것을 재확인하는 또 하나의 중요한 발걸음이 될 것입니다.

마지막으로, 의장님의 리더십과 모든 위원국들의 협력과 지원에 대해 깊은 감사의 말씀을 드립니다. 감사합니다. 끝.
